Bios screen freezes at boot (only keyboard and dvd reader plugged in)

Recently my harddrive died on me so i bought a seagate sata 1 tb
My motherboard is an asrock z87 pro3
Cpu 4670k
Gtx 770
8gb ram
Crosair 600m

Ive only got a usb disk reader and a wireless keyboard and mouse plugged in with usb. When i start up my computer to install windows 7 it freezes at the asrock logo. If i unplug the usb receiver for my keyboard or if i unplug the usb dvd reader it stops freezing and askes me to "reboot and select proper boot device or insert boot media in select boot device and press a key_"


Im guessing its a power thing but ive had more things plugged in before and never had an issue with power. What can i do here?
