Problems with low FPS

So I got on Modern Warfare 2 today to play with some old friends and I was only able to run it at a pathetic 35 FPS. A mere two weeks ago I was able to run it at 70-90 FPS but for some reason it will only run at at 35 FPS now. Usually when I notice that the frame rate is low I would restart my laptop and all of the sudden all my games would run at around 70 FPS. If I leave my laptop on for more then 5 minutes or if I close the lid for a while then try to play a game then the frame rates are atrocious. The laptop isn't overheating (which knocks out the "leaving it on for too long theory") so I'm not sure what to do now. Every time I restart my computer now it still won't run at a high frame rate. It's not that my laptop is a toaster (albeit it does have integrated graphics) but it does have a quad core i5 which HAD the ability to run my games at a high frame rate. Can ANYONE tell me what to do or have a solution? I've been looking into this for forever and it seems like I'm the only person to have this problem. If you have questions regarding specs or general question feel free to reply!

P.S. I believe it may have something to do with the memory but I'm kinda clueless when it comes to that stuff.
