Sorry, I didn't know where to post this.
My laptop is a 64 bit system and runs windows 8.1 but whenever I try and run a 64 bit game, I get the "application was unable to start correctly (0xc000007b) error. This happens with a lot of games, currently The Vanishing of Ethan Carter. Why is it doing this!?

This is typically a symptom of issues with C++ redistributables. There are a number of guides out there on what to replace and how to correct the issue.

I have attempted every possible C++ issue fix out there, reinstalling, reformatting, completely wiping windows, and nothing.

If you have the Windows disk, insert it and open a Command Prompt window from Start / All Programs / Accessories / Command prompt; Open as Administrator / type "SFC /Scannow" (no quotes)... and wait for the System File Checker to finish. You may have to restart the computer.
