Green line border on right and bottom of screen help

Hello,

The issue is that when playing Rome 2, during the introduction cut scenes or other such parts of the game there are flickering green line borders at the right and bottom of the screen. These artefacts also showed themselves when I use Skype with my gf, but only when the window is shortened so that the video image has a particular ratio.

I wonder if anyone could help diagnose what may be the faulty bit in my current set up?

My set up when the problem first started was as follows:

- Intel i7 4770k
- MSI GD65-Z87 Gaming
- *Graphics card was an ASUS GTX 670 2GB
- Corsair Vengeance Pro 16GB (1866mhz)
- Samsung 840 Evo SSD 250GB
- WD Black 2TB
- Windows 8.1 Pro
- Benq XL2420Z Gaming monitor


I had thought that it was the graphics card as I had read about green lines being so-called 'artefacts', so I contacted ASUS and they have arranged for an RMA. In the meantime I decided to take the chance to upgrade and yesterday installed a brand new MSI GTX 980 Gaming.

However, upon loading Rome 2 the lines were still there... :( 

One other part of this mystery is that when the GTX 670 was uninstalled I had no green lines during Skype while using the on board Intel graphics. It seems to only be when a dedicated graphics card is used that the problem occurs.

From various searched online I am starting to think that maybe it is the monitor and not an PC hardware. Does anyone have any ideas to help me?
