windows xp won't load and when on the xp loading screen my computer makes loud noise like a hair dryer and contiously gets lou

As of yesterday my dell XPS 400 won't load windows and stays on the XP loading screen. I tried rebooting from last point, I tried safe mode and got nothing. Not to mention that while its on the loading screen, my fan or hard drive starts getting louder and louder. Should I restore to factory setting? The only thing I have on my computer is some old music and that's it. I had the computer since 06 and only used it for like 8 months and left it stored at my moms for 7 years. The other day I hooked it up and worked fine for a few days and now it won't boot up.

Probably dust build up. The fan is being extremely loud because it's clogged by dust and can't move. Just take it apart and spray some canned air in there.

Could be a bad motherboard or hard drive, although noise from the fans is not good, a clogged fan would not cause Windows to stall loading.
