can an evga 500b power up a non reference gtx 970?

Primarily the Palit Jetstream GTX 970.

Can it be powered using EVGA 500b?

If not, what would be a better option? preferably with 80+ efficiency rating, semi/fully modular PSU, wattage at around 500-600 would be good, just as long as it could efficiently run the GPU (CPU for reference will be i5-4460, will be ran at stock, no plans of OC).

A Palit Jetstream GTX 970 needs 28 AMPS ON THE 12V RAIL and a 500 watt power supply with at least 1 - 6 pin PCIE and 1 - 8 pin PCIE power connection.

The EVGA 500B is sufficient to power the 970.
