what gets a full 12v the cpu_fan or the cpu_opt??

I'd read the mobo users guide to be 100% sure but I'm almost sure it would be sufficient for your WC setup as well. Just be sure the pump doesn't take to much power. Those sockets are likely power limited since typical fans have only few Wats of power drain.

Both. As the abbreviation tells, 1st one is for primary cooler, 2nd is an optional socket. You didn't say what mobo is it, but im just guessing both are auto controlled and able to provide max 12V. It setup for Noctua NH-D14 like coolers with 2 fans.
