2nd Display will not Detect but does work Windows 7

I run an art tablet, Bosto cheap Waccom alternative, and had it working fine as a 2nd Monitor on the previous installation. Now I have reinstalled Windows 7 it works, and both monitors display the screen, but Windows does not detect the art tablet - connected via HDMI - despite it showing the screen, etc. I have hit detect many times after many restarts, etc. This means I cannot have photoshop open on my tablet while I use my normal monitor for web browsing, etc., both screen simply show the same image.

My computer has integrated graphics, not ideal, but does not seem to be the problem given it was working fine previously. The Bosto tablet drivers have been uninstalled and reinstalled several times to no good effect, and while they are a bit dodgy they were working previously.
