R9 280 is the only card you can get for that money.
I would suggest getting an i5 4690K,a Gigabyte/ASUS/ASRock Z97 board and a GTX 970.
That would be the best possible combo.

i5 4690K and GTX 970 is enough for gaming at at least high-ultra settings in some games.
GTX 970 costs $320-$350.
You have $250 for the card now,the i5 4690K is $100 cheaper, add that to $250 and you have $350,which is enough for the GTX 970. :)

You will be fine playing games at high-ultra,don't worry.
The i7 4790K is an overclocked i5 4690K with hyperthreading basically,so it's pretty much the same in terms of performance.

You can,but MSI isn't a good MoBo manufacturer.Lots of people have had nothing but issues with MSI MoBos.
I would suggest getting a Gigabyte/ASUS/ASRock Z97 board.

You can get it,but you may be limited in terms of installing new CPU coolers with the Corsair Vengeance RAM.

The Vengeance has absolutely no issues, but it has tall heatspreaders, which I personally don't like.
I have G.Skill Sniper in my build and I love it. :)

And overclocking, well, that depends on what cooler you get. ;)

Noctua NH-C14 is the best one for $50 and you can probably hit about 4.0 GHz on the 4690K with this cooler.
