Hi,
Right now I have a pretty old graphics card:

Processor Intel(R) Core(TM) i5-3570K CPU @ 3.40GHz
Manufacturer Intel
Speed 3.4 GHz
Number of Cores 4
Video Card 1 AMD Radeon HD 7800 Series
Manufacturer ATI
Chipset AMD Radeon HD 7800 Series
Dedicated Memory 2.1 GB
Total Memory 4.0 GB

I'm looking to upgrade it, Ive been looking around and a Geforce gtx 660 is around my price range. Will that be a good upgrade or should I save more money and get a better card? Also, if I get this card will my CPU bottleneck it? Do I need to upgrade my CPU too?

First, the 660 is not an improvement over a 7870, they are very equal.

Second, is that 2-250 in US dollars? If so the R9 280 is the card to get.

But in your case you don't really need to upgrade, the 7870 is still a very capable card. I'd wait another generation before spending money on another video card. I'd upgrade the RAM to 8 gig and maybe get an SSD if you don't have on instead.
