Looking for a Mini ITX PC $200 ~ $300

I'm looking for a mini ITX PC build in the price range of 200 to 300 dollars. This does not include a monitor or an operating system. I would prefer a graphic card on this, but it's not needed. This PC will be primarily used in the following order (Most important to least important)
Movies and YouTube ---> Internet browsing ---> Email ---> Light gaming

Preferences:
4 gigs of ram (1600 mhz)
Intel CPU
Blue case fan or blue glow on the case :) (Not the most important thing)
Discrete GPU (Not the most important)
Wi-Fi Connectivity
Storage of 250-500 GB (Don't need more than that)
So it's quiet as a mouse if possible or as close to that

I would look at the Zotac line of mini ITX prebuilt boxes or AsRock.

All of these have built-in WIFI so you can just set them anywhere, near a TV or monitor and you're good to go. They are also ultra quiet, no fans, just passively cooled I believe.

Should have mentioned this before, but I would like to build this computer as a 1st build project with my friend. Want to make it with my own 2 hands or most of it at least :)

This is a killer little PC for the money.
It will be enough for your needs and you can still game on it.You can play some demanding games,like Hitman Absolution or Crysis 2. ;)

Seems like a really great PC. The only issue is that I already have a gaming PC with a GTX 760 and Intel I7-4770s.
