Hey guys I recently tried to swap out my graphic cards for my two new 970's and after installing them I went to boot up PC but it was stuck in post boot (Q-CODE 00) and cpu fan led is on and I have tried every trouble shooting idea I can think of and no luck. things i have done:

1) removed all connections except cpu, mobo
2) just cpu powered
3) removed all ram
4) tried every bios upgrade for my board on both bio channels
5) cleared cmos a thousand times /removed battery for 12 hours and unplugged no dice!
6) everything is connected or seated properly
7) inspected CPU and socket both are great!

I cant get a signal to monitor as for mobo is stuck in post boot and Q-code still read 00 every time

I don't know how this could happen by switching GPUs. Which I have done a couple times.

specs:
i7 4930k
mobo rampage iv black edition
psu 1200w evga p2

yes sure have, same q-code 00..Just stuck in post boot with no signal to monitor, keyboard, mouse, everything turns on and works properly inside the case if hooked up. But cant get the mobo or cpu to boot. And this build and components are a month old

Not sure how to help here or if this helps: I had that q-code 00 when my system whould not boot because of 1 faulty ram brick. You say "3) removed all ram" does this mean you have tested the different RAMsticks (if you have more) alone and in every slot?

I also had it once because I had connected the usb header wrong on one of the slots. (Idiot error that occures occationally I guess). The MB then saves its own life by not booting and showing that error code. I guess it means "not used" on your card as well. (ASUS) But since you get the error and say "1) removed all connections except cpu, mobo", it could hint in the direction of a bad connection or voltage leak on the MB. Meaning faulty MB.

well I have tried a different psu and same prob, removed all ram and rotated sticks etc nothing. RMA'd the board bought a new one for the mean time and guess what same dang problem everything turns on but no signal to monitor, keyboard, or mouse! Im gonna put my gtx 970 in a old rig and see if its my cards or not I'm kinda thinking my cpu is faulty because after a new board, and 2 different psu's I should be getting it to work. the fans on my cards spin when you hit the power button but half a second after that they stop. And i dunno if the cpu is what tells the graphics and keyboard and mouse to fire up but if it is then its definitely a faulty brand new cpu

Faulty CPU's happen...
If the PC does not give any signals while plugging monitor into MB directly (GFX card removed and if that is even possible with the rampage black ed) and your gfx card works in the old rig I think you are on the right path with CPU being the troublemaker.
