Upgraded an older build, having some issues (Not booting/beeping)

My problems:
This is my dad's work computer, which I upgraded for him while he was away on business. No issues previously besides a little excessive heat and the noise which called for the slight upgrade. Everything is plugged in properly, double checked if the case could have been shorting the motherboard. Black screen on boot up, monitor goes to sleep, on-board speaker for the motherboard isn't beeping, purchased one just to test it and still nothing. I need help confirming that the motherboard needs to be replaced which is what I believed in the first place. (Only beep sounds that are present is when my optical drive is still plugged in and beeps twice, I unplugged it on a bare test boot and it stopped) I've tried booting with just the motherboard, CPU, ram and also did another one with the GPU as well as all the components. Oh, also, both the MOBO/GPU are black on boot.

Then the only thing I can think of is to put the mobo + cpu + cooler, one stock of RAM on a table out of the case. Connect the on/off switch from the case and the PSU to the motherboard and just connect the monitor to the motherboard.

If it doesn't boot set up like this then I'd say yes, the motherboard is toast :(
