gpu usage low and 100% cpu usage and fps drops

specs
intel core 2 quad q6600 overclocked to 3.2 ghz
Asus r7 260x graphics card
8gb PNY 1333 mhz ram
msi motherboard
arctic freezer 7 pro rev 2 hestsink
EVGA 600B 600W PSU

ok so i know where my problem is. il be playing a game getting a constant 60 fps. then my cpu usage goes to 100% and my gpu usage down to 0% and get extreme lag like 5 fps. then it will stop lagging for a few minutes and then it will start again. my cpu isnt overheating at all. please help me, thank you

Monitor you CPU core clock, on an older system of mine there was an eco feature that kept coming on at the wrong time and down clocking my CPU in the middle of a game causing similar symptoms.

Your CPU is very weak compared to modern CPUs.
Passmark CPU Mark scores:
Core 2 quad Q6600 - 2988
Core i3 4460 - 6739
Core i5 4590 - 7202

The CPU will be OK in some games, but it won't cope well with online multi-player games, strategy games, or other CPU intensive games like Skyrim.

You can always try using Process Explore, its like a task manager but more details. try running this while you play your games and when you get that random FPS drop look at process explore and see if anything is spiking. Link below.

will help if you have two monitors as you will be able to see both at the same time.

If you only have one monitor I recommend using MSI afterburner/rivatuner along with HWinfo to display system information on screen while your gaming. Just do a quick google search and you will find tutorials to get it set up. What I recommend you look at are your temperatures/core clock/usage.
