computer turning on and off again?

I just put my first gaming PC together a few days ago. I turned it on today to test if everything was working. It started, the LEDs turned on and the fans started turning, but within five seconds it turned back off, then after about five more seconds it turned itself back on again. I did some looking and discovered that the thermal compound between the processor and the heat sink is not covering very much of the processor. Could this be why my computer is not completely turning on?

I didn't personally apply any of the paste, I just used the stuff that came with the cpu when i bought it.

im not sure if this is a factor or not, but I ended up buying the 290 not the 290x
