I'm buying a Radeon HD 6970 for a budget build. Should I choose Sapphire or Power Color?

I'm building my first budget gaming PC, and I've decided on the Radeon HD 6970, but I don't know which brand is better, the Sapphire or the Power Color:

I've already asked around a little bit and people tend to tell me to go with the Sapphire, but when asked why, their reasoning is usually something like, "Oh, well everyone knows it's better" or "My friend has one and he says it's great."

Can someone please help me figure out which of these to choose with reasoning that isn't purely anecdotal? If there would be even the slightest difference in performance, I want to make sure I pick the best one.

Also, another thing that confuses me about these two choices is that their effective memory clocks are listed at different rates. The Sapphire's is listed at 5500Mhz and the Power Color's is listed as 1250Mhz. I understand that Power Color may have forgotten to account for quad pumping, but 1250Mhz x 4 still only equals 5000Mhz, not 5500Mhz. Do different companies sometimes make their cards with different memory clocks, or did one of these companies just mess up and list the incorrect effective memory clock? Newegg is currently down, so I can't see which cards you're thinking of.
Get whichever has the better cooler, the reference device (single fan at one end) isn't very good, if they've the same reference cooler, get whichever is cheaper.
Probably one is running a little faster on the memory, hence the speed difference.

Both draw quite a lot of power, needing dual 6 pin PCI-E leads to keep them fed, it may be better to go for a more modern card with lower power requirements and cooler, quieter operation: http://www.tomshardware.co.uk/gaming-graphics-card-review,review-32899-7.html And a more modern design will support DX11 as well, both the GTX750Ti and R7265 are equal, or better than the HD6970 and use a lot less power to get the job done.

I feel like those cards are too expensive. This is a budget build and I wanted to make sure I don't go over $100 for the graphics card. I can't imagine using the hd 6970 will translate to a much higher electricity bill, will it?

The HD6970 does DX11 as well and cost less than the GTX750ti by over $50 USD and will be faster than it by a lot. If he wants the fastest card at $100 this card seems like the key if he has the PSU for it and unless power cost an arm and leg where he lives then it really is a non-issue.

I would get the Sapphire because:

1) It's a better known brand.
2) The cooler on the power color sticks out at the top with the heat pipes and could conflict with your case.
3) I think factoring in shipping $6 more is worth playing it safer.

Just make sure the HD 6970 will fit in the case, because I almost got a HD6950 when they were new and well it was 12in long so it wouldn't have fit sadly for me.
