I'm going to be building a system pretty soon and I need something to cool down the CPU that I am getting (i7 4790k).

I'm looking to building a liquid loop for my system later down the line, but the loop I plan to build will be too costly to do right away...

Price does not really matter for liquid CPU cooler, and yeah, it's got to be quiet! :)
Thanks

Since you're planning on liquid cooling down the line anyways, I would strongly suggest looking at liquid cooling kits. They'll be slightly more expensive, but when you do upgrade, you'll be able to use everything from them.

Yeah, I guess that would probably be the best solution, was already looking at possibly just buying a kit...

Have you got any good recommendations?

I've been looking at this: http://www.specialtech.co.uk/spshop/customer/XSPC-RaySt...

As I said, I'm looking for something quiet... Don't really know how the XSPC holds up in respects to just that..

This is a particularly good option:

They also make a slightly more expensive version with a thicker radiator that you could use a slower fan speed on.

Actually, I've spent some time searching around for EK watercooling kits now and I must say that there is one that really stands out:

Thanks for your suggestion though, but I think this one will suit my needs better. It's expensive though... but yeah.. :p

That's going to be a great option, long as your computer can fit it. :)
