GPU at 1ghz

I have a R9 270X Asus TOP that will only go up to 1000mhz core and 1400 memory which is kinda weird. I have tried many ways of getting back to 1120 to no avail, heck even I tried overclocking it to 1215 and 1500 and it still wont let me past 1ghz. Any reasons why is this happening? I have tried using Catalyst and MSI After Burner( even i disabe Catalyst to use MSI)
Specs:
AMD FX6300 @ 1.4V
M5A99X EVO R 2.0
Coolermaster Hyper 212 Evo
Noctua NT-H1
Coolermaseter K350 Took the side panel off

WEll, your gpu being a reletively modern one, has throttleing, or when it gets beyond it's heat threashold it will turn it down. Otherwise it's a software, or hardware prob. Try using newest drivers.

I am using the latest drivers and I am freezing my balls off so heat is not an issue. I just don't know why is this happening

I think you core clock of 1.2Ghz is your limit and mem clock of 1.4Ghz.
Your safe clock would be core clock 1.1Ghz (it`s only my opinion.)
