Why does my graphics card seem to have a temperature max?

I just recently got a GTX 660, while overclocking I noticed that the temperature seems to peek at 55C no matter how much I overclock it, why is this happening and does it effect the speed of the card.
Build:

What is the idle temperature? Does the temperature steadily increase when you play a game? Fan speed?

If it always hits 55 degrees, either the cooler must be really well designed (card is more of a reference design so probably not) or possibly a sensor bug. Did you install the latest graphic drivers?

At that temperature, if that is the correct temperature, you should not worry about the speed being affected by that temperature. Usually once it gets above 90C, your card might start to throtle and slow down. If you want to find out the real temperature, you could get an infrared thermometer gun device to measure the heat coming out of the graphics card. Won't be as accurate but at least you can then compare it with the 55C when doing a...
