I think my PC broke? Please help!

Hey, guys, So I left my PC on overnight by accident, and I turned it off this morning and I think it somehow corrupted my Windows 8.1 OS, because every time I turn my PC on now, It just shows a blank black screen, I can go into my BIOS, I can't login my PC though, and when I hold F8 during the boot, something strange happens, the PC loads, and when It's supposed to show me the settings screen, it just goes back and retries, It restarts the PC every time, I left it on for a few minutes, The PC just kept on restarting and restarting attempting to boot in safe mode, any solutions? all I want is to try and go into safe mode and may'be launch Rstrui.exe in my CMD to restore it, but if this isn't possible, teach me how to reset the PC to factory settings without directly going in, I'm really sad that it's not working, Thank you all.

CPU - AMD 8320
Motherboard - MSI 760GMA-P34 FX
I also have a 400w PSU.

Also, I tried holding F8 but it doesn't take me to the screen where I can do a computer repair, It just restarts and keeps on restarting until I force a shutdown, when I don't press it, though, It loads to a black screen, no nothing, I can't even see my mouse, all the USB ports are working too, I can go into the BIOS, but I can't do anything.

Post your complete and detailed build. Not just some of it. eg PSU make and model, case, OS, RAM, CPU cooler, HDD, SSD, ODD

Sorry about that. ^^
PSU is solis-tek, 400w, CPU cooler is stock, RAM is ADATA, 2 sticks 4gb each, 8gb total, Case = NZXT Source 210 S210-001, here is the link of the case, for reference = http://tinyurl.com/ksjh9vu\
The OS is Windows 8.1 (x64)
HDD = 1 TB Western Digital Blue Edition

Are you sure it's a Hardware issue? I thought it was a software issue, may'be Windows 8.1 is corrupt? I don't know, I need help from professionals.
Do you think It could be a virus?

Remove your hard drive. Boot into bios. Make the Optical Drive the First Boot Priority.

Put the Windows Installation Disk into your Optical Drive. Put your drive back in. Follow the Windows Installation Disk instructions.
