Stuck on loading operating system

Hi all,

I've googled around for a few days now and I cannot seem to troubleshoot this problem.
I built my PC maybe 3-4 years and I've had no problems. I had my computer in storage for 6 months and had some issues, and I was able to reinstall windows and get it working. Another 6 months and now I'm stuck.

Booted my computer and it got stuck at the windows logo. Tried booting from both the windows 7 recovery disc and the installation disc, both turned the screen blank after "Windows is loading files". Switched to another HDD and the same thing happened. Tried reseating my RAM, nothing. I tried unplugging everything and plugging it in.
From my brothers computer one at a time I tried checking the CD drive, RAM, video card. I am able to get to the BIOS menu and tried loading defaults, nothing. Unplugged all USB. I installed a fresh copy of windows on the HD from my brothers PC and now I'm stuck at "Loading Operating System"

I suspect it may be the motherboard or CPU but I do not know how to check these really. Trying them out on my brother's PC isn't an option. Here's what I got:

Power Supply: Corsair TX850W
Motherboard:Gigabyte Ultra Durable 3 p55A-UD3
Video Card: GeFOrce GTX460
CPU: Intel COre i7 3.2GHz
RAM: Corsair XMS3 4x2GB sticks 1600MHz

Installing Windows on your brother's machine and then trying to boot on your machine shouldn't work (unless they are identical computers - the drivers are different).

Have you tried installing a fresh copy of Windows (wiping the drive) on your machine? You would need to manually set the partitions in the install sequence (remove all of them), and then let Windows install (it will setup the partitions for Windows and system).
