I have bell internet dsl line coming into Bell supplied modem/wifi router. Can I split the incoming line to go to another area with low signal strength and add another modem/wifi router?

I would not recommend that approach.

You only need one modem, and then run an Ethernet cable to the low signal area, and setup a router as an access point in that area.

If you have 2 modems, you will get 2 monthly bills from your ISP.

No. You can add a wireless access point as digitaldoc says -- that would be another router configured as an AP by turning off its DHCP, giving it a static address in the network range but outside the main router DHCP assignable range, connecting the AP to the main router with an LAN port to LAN port connection, and using a different radio channel (preferably non-overlapping -- 1,6, and 11).
