Sounds like throttling. What are your temps? The graphics card could be dropping performance to avoid a temperature-related crash.

my cpu and gpu stay in the mid 40's mid 50's celsius. so its not that. it is just random lag spikes.

Is this when playing online (multiplayer) games only? It might be that the older CPU is having trouble keeping up with all the players on a busy server and the GPU has to wait for it to recover.

well i had this cpu wit a different build with a worse gpu. a gt630 to be exact and it didn't have any problem. so i thought il use this cpu for my new build. i change everything literally everything and now i have this cpu problem. could it be my motherboard or my cpu bottle necking my gpu. but hwen i turn my max cpu power state down to 70% the lag goes away but i get way less frames. please help me thanks

Are you saying you got better performance at the same in-game settings with the C2Q 6600 and GT 630 than with the C2Q and the R7-260X?

no im not saying that the performance was better it was just more stable. i didnt have the random cpu usage spikes with the gt 630 and now i do with the r7 260x. could my cpu be bpttlenecking my gpu and could a good overclock fix this.

CQ2 6600.... hmmmm that's an old processor, that could be the case. Pairing two technologies, one from recent, and one from past being incompatible.

Yes, it is possible. That is what I was saying above. When the game gets graphically intense, the GPU will demand more work from the CPU because the R7-260X can deliver more performance that the slower GT 630. As a result, the CPU maxes out. Add to that, the extra work a busy 64 player server puts on the CPU. Work that playing single player wouldn't.

its not even in graphically intensive I can sit in one area for 5 minutes and it will still lag. also this is in tomb raider in single player. I also have windows 8.1 if that helps any

Well. That is indeed strange if it does it while sitting motionless in even single player. Do you have a lot of stuff starting with Win? Check your tray and tell me how many items you have in it. Same with System Configuration/Startup; how many boxes are checked?

Have you updated your virus pgm and run a FULL scan lately? If not, do so.
Install Malwarebytes and run a malware check too: https://www.malwarebytes.org/
Let me know the results.
