USB Power Surge issue...

Ever since yesterday I've been having this USB power surge issue. I don't know why I'm having it, but I wanna know how do I fix it? It's mainly an issue for my controller. It just doesn't work anymore for me. My mouse works fine for the most part unless I try to plug it in with my controller then it stops working. I never knew this was a thing with USB taking power in like that and such. I'm having this problem on my Windows 8 laptop. I've done a few things to try and fix it, but so far nothing. Can I get some help please?

The only time I've had a surge in USB power is when a new puppy chewed through a USB cable lying on the floor. Are you sure there's not a damaged cable or broken pin somewhere? Otherwise suspect that the device causing the power surge is defective.

Ugh, I don't know man. I'm probably going have to change my controller after like a year without problems. This is just so random to me, seriously.
