Intel Core i7-3770 Ivy Bridge Quad-Core 3.4GHz
AMD hd radeon 7080
mobo ASUS P8Z77-V PRO

I want to increase my fps in tf2 as much as possible, I'm running at a steady 200 fps, what would be the best gpu for that in 500$ range and how much would it increase my fps?

Does not matter for what game, the best card for $500 is the Radeon R9 290X.

Since the upgrade it totally silly to do for a game you can hit 200fps in, feel free to buy it and then see how fast it will run. You can look for benchmarks for the game online and see if anyone has run it with a 290X to see what frames they get.

I think the gtx 970 is a better buy then the 290x atm.

If you mean HD 7850 , then GTX 970 or GTX 980

200 fps IMO is pretty damn good. You probably won't see any difference on your monitor with more or even less, but if that drives your crank so be it. The 290x is a really good card although they are known to run very hot unless you get some water on it. The GTX 970 I imagine are cooler due to less power consumption and great performance. Save a little more around 100$ and you can get the 980 which is at the top for single or multi GPU performance. Very surprisingly cheap at launch. 780 ti has come down too.
