my i5 2400 is overheating extremely ONLY at startup

Guys i started having this problem after an OS reinstall (windows 7 professional), and a couple
of times my pc crashed and didnt respond, and got overheated.

The first symptoms were that my monitor wasnt getting any display(completely black),
but my cpu fans were running, (but no case lights or beeping sounds).

So i left the pc for the night and i started it up next morning.And it booted this time.This is what i found when i just luckily happened to hit the bios setup, i found my CPU melting at 98' C!!

But after my computer completely boots up windows, my cpu temp returns to normal (40'C to MAX 60'C)

Im using core temp (1.0 RC6) to measure my Cpu temperature.

This is my system specs:

Cpu: i5 2400
Gpu: Nvidia Geforce GT520 (2G Msi)
Hdd: (i dont think harddrive is important)
Motherboard: intel DH67Cl
PSU: (i recently changed it) its a 500 watt psu
