Hey im a computer noob anyone help me?

If you want actual gaming performance and want to play every games on high settings or even in ultra then get a good GPU gtx 750 ti is a well enough GPU but it can only manage games at medium settings.

So get the i5 4460 and a h97 motherboard with it get a non k version as you are newbie plus get a r9 270 at least.
get a good 500+ watt PSU like seasonic , xfx, rosewill capstone etc.

You have missed one thing in you build that is the CPU cooler you will need an aftermarket CPU cooler for an overclock processor but not with what i have suggested.

Hope this helps.

I have edited your build which will give you about 40% increase in gaming performance.

Solution
The CPU is strong enough for any high end card and what really matters in a gaming PC is the type of GPU a cpu should be strong enough not to bottleneck the GPU.

Previous build he barely could manage any games at high settings with the build i have provided he can play any current games or up coming games at ultra settings with good fps.

And for the OC part he have missed the Cooler so i dont think he is into overclocking and the difference in games from a processor is very minimal.

And dont compare a card based on a point the gtx 750 ti is a mid level GPU where as the r9 280 is a starting high GPU its even better than gtx 760.

No doubt it's better. It's just not 40% better. Moving from a GTX 750 TI to a R9 280 isn't going to take you from 60fps to 100fps with no other changes to the system, of course, depending on resolution and game settings. Nothing wrong with what you outlined. I think he'd be better off with his build, my psu and your card, but of course that's cranking up the cost a bit too. And having no included aftermarket cooler right now is ok, at least there is the option to do so later. Either way, it's fine so long as if he wants intensive gaming he goes with a bigger card, or if he's ok with lower settings he uses the card he outlined.
