Changing WAV file makes explorer.exe take up my entire CPU

After exporting a wav file with FL Studio, I found that if I tried to delete it, it would say that it's preparing to recycle and discovering files. But, it never goes any further and ends up causing Windows Explorer to take up 100% of my CPU. The same thing happens if I try to move it to a new directory on the same drive.

I've tried killing explorer.exe and deleting the wav file with the command prompt. However, it gets stuck before it asks if I'm sure I want to delete it. I've also tried shredding it with various programs and a similar thing happened.

Is there any way to get rid of this file for good?

Have you tried bypassing the Recycle Bin when deleting it by holding down the Shift key as you click "Delete"?

It's not a problem with the Recycle Bin. As I said before, I've tried shredding it and using cmd, both of which bypass the Recycle Bin. I tried it anyway and the same thing happened.
