Gpu or mobo?

Hello recently i have been seeing weird things with my new build like a couple weeks ago my video would turn off randomly then comeback on as if the driver would fail then comeback but i wasnt getting any error messages. Anyway i reseated all the HDMI wiring and it had stoped so i choped it up to a wire not seated right. and then i also feel like its not performing as well as it should my bench is a gtx 780 an i7479k, coarsair 16gb ram, maximus formula 7 and an evga power supply and im only getting like 60fps in skyrim no mods someone told me i should be getting way more than that. anyway more on the problem today i put the computer to sleep left the house when i came back i turned it on. then there was no video output at all. reseated all the HDMI connections and again nothing at this point i was freaking out so i tested the monitor with my ps4 worked fine. so i put my atic static gloves on and went inside the comp. everything was connected fine and such. i took out the gpu and tested it on the hd graphics and voila output! my head said it must be the graphics card but i still had some curiosity so i stuck the card back in but in a different PCI slot and output! at this point i thought motherboard great no system for awhile now. but i did one last test to make sure put it back int the same PCI as the first time and it still had output! Basically what im asking is what the hell is going on is it my GPU or my MOBO i dont know anymore.

Um i couldnt find the settings for v sync in skyrim but i just tested my card in the heaven benchmark and got a socre of 1297 with a avg frame rate of 50.6 fps with everything max and v-sync off

Its seems you are overclocking. But Initially make sure the graphic card is well seated & PCIe power connection tight enough. Inspect internal setup, wires and excess standoffs removed, motherboard screws not too tight, CPU fan/s not obstructed, all external connection are seated properly and cables are well managed/undisturbed. If ever your PC won't post again, you can use clear bios.

Update your graphics driver an windows. Try this for the meantime just to narrow down the possible causes.

What program are you using to measure fps?

Okay i just checked everything and everything is seated fine and the power connectors are fine someone told me i might not be getting enough power to the gpu but its a 750W i should be fine. and im using fraps. and everything is updateed
