On it's own, a wireless USB adapter does not give you a wireless connection to your broadband internet service.
You also need a wireless modem or router to replace your existing non-wireless one if you want to connect a wireless-enabled device such as your phone to it.

To connect your mobile phone to the internet, you can connect it wirelessly to the wireless modem/router. You don't need the USB wireless adapter to do that.

Your laptop probably already has a wireless adapter built in. If it has, there was no need to buy that USB one.

It can't create a hotspot, but it can connect to one if there are any near you within range. Look in the list of available wireless networks in Windows when your USB adapter is installed.

However, that's a bit silly connecting to a remote hotspot at home when you've already got broadband that you're paying for. You may as well buy a wireless router so you can take full advantage of your broadband service with any wireless-enabled device (eg phone, tablet etc).
