Settings reset even with a tiny change to FSB (e8400 & GA-965p-DS3)

I've had two previous successful OC attempts and have read a wealth of material (including the c2d guide linked here). Still I am completely baffled as to why I cannot OC my current setup even the slightest bit! I must be overlooking something obvious....can you help me with this frustration?

I have tried everything from tiny (335) to huge (400) settings for FSB and they all result in the same thing.....the computer restarts, pauses for a moment during POST (right as the words checking memory are being rendered) and then it restarts and resets FSB settings. Other settings will stick, such as VCore, which I have tried on a number of different settings from default, 1.225, 1.25, 1.30, and 1.35. I have also tried tweaking DDR2 overvoltage control, trying +0.1 and +0.3 (i've seen this ram can go to 2.1 and believe default is 1.8, so +0.3 made sense). Have also tried setting SPD to manual @ 2.0. All settings and permutations yield the same outcome! I am methodical and try these steps one by one. Just to be clear I have run p95 continuously on default settings to ensue the hardware is sound.

Here are my specs:
Intel C2D e8400 Wolfdale rev C0
Gigabyte GA-965p-DS3 rev C2
G.Skill 4gb (4x1gb) DDR2-800 (4-4-3-5)

Wow I just figured it out.....another fellow on this forums posted that he encountered this issue due to an external hard drive being plugged in.

I was confident I didn't have one plugged in so i didn't even check. Guess what....

Booting up @ 400fsb....p95 running, going to sleep. fml.
