error during WinXP installation: hal.dll is missing

Hello everyone !

I have a DELL LATITUDE D800 and my hard disk just passed out. I replaced the hard disk(IDE hitachi 80gb) with another one( IDE hitachi 40 gb). I tried to install Windows XP on this hdd and I'm struggling with this error: hal.dll is missing or corrupt. I googled the error and I've tried to copy hal.dll from windows cd, I've tried to rebuild the boot.ini file but the error persists.
I tried with another windows xp cd but with no success.
I tried to install Windows 7 but when I config the partitions I receive the following error: Windows cannot be installed to this disk. This computer's hardware may not support booting to this disk. Ensure that the disk's controller is enabled in the computer's BIOS menu

Have anyone any idea? Is there any BIOS issues ?
