I just built a new computer, triple checked to make sure everything was connected properly, and it was, but when I turned it on to start up the BIOS and install Windows 8.1, it made a loud popping noise and I smelled this burnt electronics smell and immediately shut it off with the switch in back. What the heck was it? I ended up trying it again and it makes beeping noises like it's a hardware failure. Can't figure it out, need some help please!

What psu are you using and what hardware. So we can judge if it's the psu.
