A R9-280X will normally need a 600w psu with a 6 and an 8 pin connector.
There are some versions that need 2 8 pin connectors, so add 75w for them.

With the launch of the GTX970, I would go with newer tech. The price is similar, the performance is better, there is less need for power and cooling. It will run on a 500w psu.

Many R9 280X owners report problems. look at the 0 and 1 egg reviews from verified owners on newegg.

Lastly, when you buy a psu, do not buy a budget or cheap psu.
Pick a tier 2 or better unit from this list:

620w will be good, if you plan to do crossfire then 750w

Look for xfx/evga/rosewill or seasonic

Make sure it is on haswell ready psu list, i have 4690k with xfx 750w pro series ( all xfx pro series psu are haswell ready)

Avoid Corsair Veng in first place, they're tall profiled and often obstruct in CPU cooler installation, which's essential if you plan to OC. Also, WD Black doesn't have any added performance over WD Blue, it just has more warranty.
For the question, a good quality 600W or higher PSU would be good enough. SeaSonic 620W S12II or XFX Pro 650W or EVGA 600B or Antec 620W HCG would be my suggestions.
