The rating of the psu have nothing to do if the motherboard takes it or not. The wattage on the psu is for the load it will take when everything is plugged up. You can have a 100w psu and a 900w psu. the mobo will makes no difference to it.
 
The only factor to take in consideration for a modern motherboard (like in the last 5 years) and a modern power supply as far as being compatible with one another is that if the motherboard requires an 8 pin cpu connectior then the psu needs to have an 8 pin connector (the lower end normal is 4 pin).

The bigger compatibility for a psu is with your GPU. You need to have enough watts to power the gpu and you need the right connectors on the psu for it (6pin, 8 pin, 1 of each, 2 of one kind, etc).

Also power supplies are not created equal. Just because both power supplies say 600w on them does not make them the same. A cheap power supply has little to no over/under voltage/current protection and that power supply will never put out 600w of power.

As stated, you can use a high wattage power supply in a low power system and it will run just fine. Now when using a 750w psu for a 350w system you will be running that psu at a very low effiecency. If you are not planning on a major gpu upgrade you would be fine with a 450w psu.
