Peripherals Powering, but Nothing on the MB is

The problem first appeared with my Asus Gryphon Z87 and a Corsair AX760 power supply.

When I pressed the power button, all the peripherals would come on, but the case fans and the CPU fan would not spin, and I'd get no signal to the monitor (discrete or on-board graphics). The green light on the MB was on, so I assumed it was getting power. I double-checked all the connections. I was able to flash the BIOS using the on-board BIOS utility (although I obviously couldn't confirm this since I had no video).

I then connected the PSU cables to a Dr. Power II and got absolutely no errors. All the voltages were normal.

SO...I decided the MB was hosed. I'd been wanting to try a Mini-ITX build anyway, so I moved everything over to an Asus Z97i Plus board. I've double-checked all the connections. I am having the exact same symptoms.

Is it the PSU after all?

Could it be a grounding issue? Maybe I just suck at installing MB's? (Although, in my defense, the first system ran great for 10 months.)

If you've just built this whats the CPU??

CPU is a 4770k. The machine has been running great for 10 months. All the connections are solid and correct.
