Option number two would be my pick though i would make some changes -

You don't need a Z97 board for a locked CPU. Go for a H97 if the case.

If you wish to overclock keep that board and get either a 4670k/4690k.

I am glad to see that your not cheaping out on the power supply.

I would avoid XFX DD cooled cards, the cooling performance is poor. I would go for the MSI R9 280X Twin Frozr

If option 2 is more in your favour -

I would change the motherboard to a Gigabyte 970A-UD3P. This is if you wish to overclock as it has a 8+2 Phase power design! Best for 970 board overclocking

I would highly suggest you not to pay for the operation system, I also think there's no need for a 650, psu 600 might be enough.
with that said I would go with a better motherboard.

@ Romp7 We do not promote piracy on the forums. It is a form of stealing.

I know that... I didn't say anything about piracy, I just said "if you don't really need it, don't buy it"
im pretty sure he got some friends to help him out on this matter.

so your promoting sharing OS's.....that's considered the same thing. One person buys it, the other doesn't. He still needs a code to genuine his OS.

You're advocating piracy which also a breach of the rules.

Option 2, without any doubt.
Agree about the XFX DD cooler, it's not a nice part, I swapped mine (HD7950) for a Gelid Icy Vision because of the racket it made! The Sapphire is much nicer.
Alternative: Keep the Z97 MB and move to the 'K' unlocked CPU, that way you can add a better CPU cooler and overclock in a year or two, while retaining the R9 280X, it's still a strong part and to my mind it's better to have a strong foundation system that can be expanded later than to spend on a strong GPU now, only to find your expansion options are more limited later on.
Alternative alternative: Drop to a H97MB and keep the non 'K' CPU and look long and hard at the GTX970 as a replacement for the R9 280X, it's a far, far stronger part, but you'll sacrifice possible future overclocking (it's a great way to extend the service life of a system...Ask my i5 750 rig ;)  ).

Which games are you most interested in, and what is the resolution of your monitor? Is this PC primarily for gaming, or will there be some encoding or professional use?

There's a FEW games were the extra cores in the AMD CPU may come in handy (BF4), and while nobody can predict the future, the industry may move toward multi-core optimized games. That said, the 970/AM3+ platform is essentially at its end, while the Z97 should accommodate the next generation of CPUs. The i5-4690 grossly outperforms the FX-8350, core-for-core, which is all that matters in the current generation of games.

I will be using this computer for gaming, not for video editing or rendering. Also my monitor will be 1080p. Thanks for the quick replies everyone!
