Operating System wont load

I've been given this old laptop that runs on vista since the owner never uses it. So I'm just going to use it as a "cloud" type deal. But upon booting it up, the operating system doesn't load at all. I've tried installing the OS onto a disc and running through that, when I do that all I see is "Windows is loading files" and then the screen goes blank.

I've tried System recovery and nothing works. Upon talking to the owner, he told me that the old Hard Drive was corrupt so he took it to a shop and the one that's inside isn't being registered by the computer (although) the IT guy said that it should be compatible...

Any ideas?

** To summarize if I confused anyone **
The computer wont load past the "Press ESC for BIOS" screen without going blank
A system recovery disk won't work due to it not being able to pick up a hard drive although a compatible one is in
I can't reinstall OS due to the system saying that there isn't a hard drive to install too.
I can't system recover through the OS because I don't have the drivers "apparently"

I bet the HDD is having problems. Can you pull the HDD and see if it works in another system?
