How to format a hard drive containing windows?

I need to format a hdd containing windows. How do I do this using windows? And my DVD drive is useless it doesn't work.

Presumably this is a different hard drive than the one you boot from?

If so, verify in the BIOS that your current HDD is the only one in the boot order.
Connect the secondary drive.
Disk Management, select each partition, delete
Format, and give it a drive letter.
