how do i tell when my cpy could be bottle necking my gpu and could a good overclock fix this. and when i turn down the max cpu power state the lag goes away but my fps is severly impacted. when i dont do that i get random cpu usage spikes to 100% and at the same time my gpu usage goes down to 0 %. it then goes away then comes back. is this a sign of a bottleneck.
