PSU/Start Up Problem

So I am currently in the process of building my own computer. I connected all the parts and wanted to make sure everything ran correctly before I re-screwed the side panels on. I plugged in and turned on the power supply and... nothing. As far as I can tell everything is plugged in correctly. What would be some things to check.

if the PSU has a voltage selector switch on the back make sure its set properly.
If the PSU has a master on/off switch on the back, make sure its on (this will not turn on the pc but the fans may spin up and down for a second).
Make sure the front panel headers are hooked up correctly, especially the PWR_SW.

I thought I had it plugged in properly, but just to make sure where should the PWR SW plug be plugged in?
