So I was having some lag issues and asked my friend who knows a lot about computers. He guided me through how to delete system 32, a basically worthless file he said. He said it's usually a virus and it's probably the cause of the lag. So I deleted it and now my computer is having issues booting up. Not sure what's going on.

Your friend is, no insult intended, an idiot.

The System32 folder contains essential parts of a Windows OS. Doubtful you can 'fix it', apart from just doing a full reinstall.

Yea, it took awhile to delete, but I managed to do it.
