Best program to automate/calibrate your useage to fans?

What is the best program to take your fans and calibrate their noise levels/activity based on your activity (ie playing games vs sitting idle). I am using EPU4 and it keeps giving me an annoying 'fan broken' detection that I cannot disable. In addition I was reading with the enormous 50% cpu power strain it puts on performance, it only saves about 10% energy. This to me is stupid.

What programs do you all reccomend? For instance on waking up my PC the fan stays silent (low RPM) and takes some time to wake up from sleep. I would like for it to start up immediately and have these settings done automatically.
 
Solution
The bios should let you do that with a decent motherboard, a fan controller if you want hardware, and speedfan might be helpful as a program but it kinda tricky to use.
