OEM is tied to the first system it is installed on, and generally cannot be uninstalled and then installed on another computer. There are exceptions to this, but in general that is the rule. It is also quite a bit cheaper than a full retail version.

Full retail can be installed on one computer at a time, then uninstalled and reinstalled on another computer as many times as you wish, but can only be registered and a legit copy on one computer at a time. It is a lot more expensive.

Both are exactly the same OS, as long as they are the same version. One just has more installation and registration restrictions. Most people buy a OEM copy when building a new computer.

The rules for reinstalling on another computer are different between Windows 7 and Windows 8. Which are you looking at?

I kind of inferred that the OP wanted to know which was "better", so I let him know they are the same exact OS, if same version. I do not know if he needs to worry about reinstall on different computers at this point.

Perhaps he will let us know...
