Computer power abruptly cutting out

Hello there,

I'm having an odd issue: abruptly and with no warning, the power to my PC cuts out. This happens seemingly randomly, as it has happened when I was gaming and also when I was doing nothing more strenuous that browsing Facebook.

At first I thought it was a PSU issue, since after happening a few times at random intervals my computer stopped turning on and the PSU would make a continuous high pitched whining noise when I pressed the power button rather than causing the computer to post. However, after replacing that PSU with a brand new fancy Platinum-rated 850-watt PSU (my max draw is 500, but I wanted to make sure), it just happened again.

Now, the power quality in this room isn't spectacular, but I have my computer running through a voltage regulator, so I don't really think it's that - although the lights in the room do flicker a little bit when I start a stress test, strangely. Regardless, the indicator on the voltage regulator has shown that it's working properly and the power reaching my computer is constant and clean. So I don't really think it's that.

Additionally, I have HW Monitor Pro, and although there have been some temperature spikes - my water cooler is on the way out, and I need a new one - they haven't been quite up to auto-shutoff levels, and more than that, the spikes don't seem to coincide in the logs with the random shutoffs.
