I'm thinking of upgrading my Radeon HD 6970 to a EVGA GeForce GTX 760

http://www.newegg.com/Product/Product.aspx?Item=N82E168...

The Manufacturer states that I need a "500 watt or greater power supply with a minimum of 30 amps on the +12 volt rail". I have an older power supply, and I'm not sure if it has enough power, this is the PSU that I have....

COOLER MASTER UCP RS700-AAAAA3 700W ATX12V / EPS12V SLI CrossFire 80 PLUS SILVER Certified Power Supply

http://www.newegg.com/Product/Product.aspx?Item=N82E168...

I know I have the correct wattage required, but I'm not sure about the amps on the 12v rail part, will I be able to run this card?

You're fine, the system (whole PC, not just the GPU) requires 30A under full load, and your PSU has 4 12V lines of 19A each, and since its a good quality PSU, four 19A lines can take 30A load with ease. Feel free to upgrade :)
