i have a samsung galaxy s4 phone and it says im connected to wifi with strong connection but i cant access the internet at all

Well first off WiFi dos not equal internt.
Many people have this misconception, and the ISPs and Industry dont help it at all.
WiFi is just a form of wireless communicatin, it is just a wireless ethernet cable. WiFi provides you with a wireless connection to your router and thus your network. Your network is all the devices connected to it, and interent if internet is connceted to it. Thus in your circumstance you have a perfectly fine connection to the router, its just your routers communication to the internet that is the problem.

Can other devices get on the internet or is it just your phone?

I also had the same problem. I can use wifi in any other place but not the wifi in my dorm. The problem is, I'm the only one who can't access the internet but my friends can

In your case, have you tried 'forgetting' the connection within 'settings' and then rescanning?

I have the same problem with my OPPO MUSE. I keep trying to connect-reconnect to the wifi at my office but it doesn't even work. I try forgetting the wifi networks too, but it's the same. Try rebooting my phone several times too, but it's zero.
