CPU, Grahics Card, PSU bottleneck

Need help to determine if my CPU is bottlenecking my graphics.

I have a R9 270X 4GB with a 3.2 FX processor running on Sabertooth 990fx rev 1 8GB of memory SSD hard drive. When i'm playing a game on my main screen it is fine but if i'm also watching a movie on the 2nd screen the 2nd screen gets some miscolored pixels. If i were to close that tab and go back to my background it is fine. Is my CPU bottlenecking my graphics? i'm thinking about getting another 270X 4GB or should i spend the money and get a FX 4 or 4.4 ghz instead?

So what you are experiencing is "artifacting" caused by your graphics card. A few questions to help you troubleshoot:

What is the temperature of your GPU when playing the game by itself?
What is the temperature of your GPU when playing the game and a movie?
Are you operating on the latest drivers from AMD?
Are you able to see what your utilization is at while doing both via MSI afterburner or similar program?

I have this same card, and when I did LiteCoin mining (very GPU intensive) it would artifact even at what AMD considers acceptable temperatures, regardless of drivers. The only thing I could think of is the card was not tolerant that level of intensity for extended periods of time (> 30 min). This wasn't a problem with my 6870s. In sum, I don't think this card takes extremely high utilization well and depending on your game (could use much of your VRAM) might be the cause of your woes. Not sure if there is a way around that if so.

Another potential issue, albeit unlikely, is that there is a corrupt portion of memory on the GPU that only gets hit when the utilization of VRAM is at its highest. I would troubleshoot any potential software related issues before jumping to this conclusion though.

When just the game it is around 38-40C and when the movie is going or the game has been playing for hours (like this morning, I had a WoW bot going for 13hours) it was up to the 48-52C range. I'll check the MSI program later this evening when I get home.

Honestly that's not too bad at all, those cards should be able to run to 90C pretty handily (though I would still advise against running it that hot). If temperatures appear to be okay after all of your testing, just for kicks and giggles do you have another card to try out?

Also, have you tried completely removing the driver and reinstalling it? I know that's trivial in most cases, but I've had that fix a multitude of problems for me in the past.
