I bought this card and it says Minimum PSU is 500v. and the graphics card draws 150v of power I think. My PSU is the EVGA 500W 80PLUS Certified ATX12V/EPS12V Power Supply 100-W1-0500-KR and I have a FX 6300. 5 case fans. 1 A11 Frezer CPU cooler. And a DVD drive. Should I remove some of my fans? They run at max at all times because I don't have a fan controller.

That PSU is perfectly fine for what your hooking up to it.

R9 270 requires 24 Amps on the 12v rail , a 500W PSU minimum & 1x 6-pin PCIE

It has a very healthy 480W/40amps on the 12v rail + 1x 6-pin PCIE, which powers your card etc...

Just don't do any serious overclocking, as keep in mind it's a budget orientated PSU.

Tier three - Meets standard ATX specifications, though closer to the edges than Tier two units. These are still solid units, which still supply stable power to your system, though not ideal for serious overclocking
