Bought a new PSU but now my computer wont boot...

This all began when I decided to upgrade my GTX 670 to a 780ti. I installed my 780ti and my computer wouldn't boot. I took everything apart and made sure all components were installed correctly. I reseated the GPU and was able to boot up my computer. Sort of. It would turn on but the OS wouldn't boot but after holding down the power button to turn everything off and then pressing it again to turn everything back on, THEN it would boot. It was no coincidence. I had to restart the computer twice before it would successfully start-up each time.

So, I then reassembled my computer and went to power everything on and... nothing. No fans spinning, beep noises, NOTHING. I tried the paperclip test which worked. But maybe it was still a bad PSU? So I went and bought a Thermaltake 850w and installed it. I went to power everything on, and... nothing. Great. I took everything apart yet again and then tried booting up. Again, nothing. I took the PSU out and replaced it with my old one expecting nothing to turn on, but I was wrong. My computer booted. What the hell? Again, I swapped PSU's to try the new one which was met with no power distributing anywhere and nothing turning on. Ugh. I tried the paperclip trick on the new PSU expecting it to be completely dead, but nope. I could hear the low hum and see the fan spinning. Now, This is where things get a bit blurry. I did some connecting and reconnecting of components and was finally able to get my computer to boot with the new PSU. I started reconnecting everything and once I plugged my hard drive in, I was hit with another roadblock. My computer wouldn't boot. I disconnected the hard drive and tried booting and was met with nothing (surprise, surprise).

Now, this is where I'm at a loss. Is this a PSU issue or a MOBO issue or what? I don't know what else to do. I was going to try a BIOS Flash as my MOBO has the USB EZ Flash option but it doesn't seem to be working as no LED's light up.
